Ia merupakan putra pasangan Luwijah dan Noegroho Pringgoadisurjo, dari Semarang, Jawa Tengah, yang bekerja sebagai pejabat Dinas Pekerjaan Umum. Sejak kecil, Nurtanio sudah memiliki ketertarikan terhadap pesawat terbang.
