James Edward Rogan (born August 21, 1957) is an American judge of the Superior Court of California, adjunct law professor, author and former Member of the United States House of Representatives from California.
A native of the San Francisco Mission District's hardscrabble streets, Rogan—the illegitimate son of a cocktail waitress convicted felon single mother who raised her four children on welfare—ended up expelled from high school in the tenth grade.
James E. Rogan was born August 21, 1957, in the Mission District of San Francisco. He described the early hardships of his life in his 2004 book Rough Edges – My Unlikely Road from Welfare to Washington. He was born to a single mother, a cocktail waitress who was later convicted of welfare fraud.
